The Assembly,

1. Having noted with interest UNESCO Memorandum 1969 (Doc. 2607) ;
2. Considering the general resolutions adopted by the 15th Session of the UNESCO General Conference and welcoming in particular the adoption of Resolution No. 8 in which UNESCO is asked to "contribute substantially to the Second Development Decade" ;
3. Sharing the conviction that "development is inconceivable without an advance in the field of social and human sciences and culture" and considering that the aid provided to the developing countries must be adequate in both quality and quantity ;
4. Noting with satisfaction that the International Education Year, to be celebrated in 1970, is intended primarily to contribute to the framing of a global strategy for education for the Second Development Decade which will concentrate on the following objectives : functional literacy for adults ; equal access of girls and women to education ; training of middle and higher level personnel for development ; democratisation of secondary and higher education ; transition from selection to guided choice in secondary and higher education ; adaptation of education (both general and technical) to the needs of the modern world, especially in rural areas ; development of educational research ; training of teachers ;
5. Considering that the Council of Europe should make a contribution to the International Education Year, in particular by carrying out studies and research on permanent education and cultural development ;
6. Noting in addition that the General Conference adopted a resolution on European co-operation which invites the European member states "to continue their action with a view to developing and diversifying their programmes of co-operation in the fields of science, culture and communication" and stressing that this resolution expresses the same ideas as the report presented by the Committee on Culture and Education on cultural exchanges between the countries of Western and Eastern Europe (Doc. 2381) ;
7. Noting the results of the Conference of Ministers of Education of European member states on access to higher education, held in Vienna in November 1967 under the auspices of UNESCO, and stressing the important role which the Conference might play in bringing about a rapprochement between Eastern and Western concepts of education, an increasingly urgent matter in view of the evolution of the industrial society ;
8. Viewing with sympathy the action by UNESCO in the field of the international preservation of cultural property and particularly UNESCO's work to implement the Convention for the Protection of Cultural Property in the Event of Armed Conflict ;
9. Paying tribute to UNESCO's work to preserve the temples of Abu Simbel and Philae and expressing its gratitude for the campaign on behalf of Florence and Venice ;
10. Congratulating UNESCO in particular on its study "Presentation of the problems of Venice" which has greatly contributed to providing an overall picture of a problem of extraordinary scope and complexity,
11. Thanks UNESCO for communicating its interesting Memorandum 1969 ;
12. Decides :
a to contribute to the International Education Year to be organised by UNESCO in 1970 ;
b to support by its own action the efforts made by UNESCO for the preservation of Venice.
