Insertion in the Assembly's Rules of Procedure of an new rule on written declarations

The Assembly,

1. Noting that it would in certain cases be useful to give Representatives and Substitutes the possibility to state publicly their views on matters of European interest, where there is no immediate likelihood of time being found for a debate in the Assembly,
2. Considers that this objective could be attained by adding to the Rules of Procedure :
a a new Part XIII, entitled "Written declarations", consisting of a new Rule 48 (the former Parts XIII - XVII and Rules 48 - 58 being consequently renumbered) reading as follows :
2.1.1 "Written declarations not exceeding 200 words on subjects within the competence of the Council of Europe may be tabled provided they have been signed by at least three Representatives or Substitutes of different nationalities.
2.1.2 If such declarations are judged by the President to be in order, they shall then be printed and distributed. They shall neither be referred to a committee nor debated in the Assembly.
2.1.3 Any Representative or Substitute may add his signature to a written declaration. In such a case the declaration shall be distributed again at the beginning of the next part-session together with the names of all members who signed it.
2.1.4 A written declaration which has received no new signature for a year cannot be revived by further signatures."
b a new sub-paragraph (g) in paragraph 2 of Rule 23 (Official Documents of the Assembly), to read as follows : "(g) Written declarations tabled by Representatives or Substitutes" ;
3. Decides to amend the Rules of Procedure accordingly, the new provisions coming into force at the opening of the 22nd Ordinary Session.
