The Assembly,

1. Recalling its previous resolutions, in particular Resolutions 424 (1969) and 435 (1970), in which it consistently ex-pressed itself in favour of the enlargement of the European Community, the nucleus of a future united Europe ;
2. Welcoming the opening, on 30 June 1970, of negotiations between the European Community and the countries which have applied for membership, the successful conclusion of negotiations, on 22 July 1970, between the Community and Turkey on the Association Agreement, and also the forth-coming opening of negotiations with those countries seeking association ;
3. Believing that the enlargement of the European Community can but foster the expansion of world trade ;
4. Aware both of the prédominant position which the enlarged Community would occupy in world trade and of the responsibilities which would devolve on the Community,
5. Hopes that the negociations between the European Community and the applicant countries will be conducted expeditiously, and will prove successful ;
6. Emphasises the world-wide role and responsibilities of the enlarged Community in the sphere of commercial relations ;
7. Considers exaggerated the fears of certain industrialised countries showing undue apprehension at the prospect of the European Community being enlarged, this enlargement being to the advantage even of non-member countries ;
8. Also hopes :
a that arrangements can be found to enable the other European countries to join or become associated with, in a form acceptable to all, the enlarged European Community ;
b that, vis-à-vis the Mediterranean countries, the enlarged Community will pursue a concerted policy aimed at fostering their economic development and, in certain cases, encouraging their advance along the path leading to the democratisation of their regimes ;
c that the enlargement of the European Community will help to expand trade between Western and Eastern Europe, this trade taking place as far as possible within the Community framework ;
d that the member States of the enlarged Community will co-ordinate their aid policy towards the developing countries.
