Security and co-operation in Europe (General policy of the Council of Europe)

The Assembly,
1. Having regard to the report of its Political Affairs Committee (
Doc. 3572) ;
2. Having heard Mr Minic, Deputy Prime Minister and Foreign Secretary of Yugoslavia,
3. Expresses the hope for a positive conclusion of the Conference on Security and Co-operation in Europe fulfilling its mandate by carrying out the final recommendations determined by the preparatory meeting in Helsinki ;
4. Believes that, in that event, the Conference on Security and Co-operation could be considered as a means of strengthening the relationship between East and West with a view to achieving reduction of tension, rapprochement between peoples, and development of active co-operation in specific matters wherever possible ;
5. Welcomes the active participation of the Yugoslav Foreign Secretary in its debate on security and co-operation in Europe, and highly appreciates his sincere contribution to the strengthening of détente and to the mutual understanding between all participants of the Conference on Security and Co-operation in Europe ;
6. Hopes that this will be the beginning of a series of constructive dialogues on questions related to security and co-operation in Europe within this Assembly ;
7. Instructs, in recalling Order No. 346, the competent bodies for external relations of the Assembly to pursue their investigations into possibilities for exchanges of ideas and views with politicians belonging to all countries participating in CSCE, and to Eastern Europe in particular, on the prospects for East-West co-operation.
