The Assembly,

1. Having studied the 19th report on the activities of the Intergovernmental Committee for European Migration (ICEM) (Doc. 3605) and the report of its Committee on Population and Refugees (Doc. 3641) ;
2. Noting with appreciation the humanitarian work which ICEM carried out in 1973 and 1974 by conveying and helping to resettle many refugees from Uganda, Cuba and Chile as well as Jews from the Soviet Union ;
3. Observing that during the present economic recession many migrant workers have had to return to their countries of origin ;
4. Considering that in these circumstances, in order to meet the wishes of various governments in the employment sector and ensure that migration is channelled more fully according to countries' needs, migrants should be given detailed information on social and professional reintegration in their countries of origin as well as on any opportunities for planned immigration - especially in other continents - in agreement with the receiving countries ;
5. Having regard to its Resolution 550 (1973), in reply to the 18th report on the activities of ICEM,
6. Requests the governments of European immigration and emigration countries to provide ICEM with the means to set up, in consultation with other international organisations concerned, information centres on migration affecting European and Mediterranean countries, so that migrant workers may be told about opportunities for employment, reception and social and professional reintegration in their countries of origin upon their return as well as in other immigration countries.
