The Assembly,

1. Considering that, on 10 November 1976, the Committee of Ministers of the Council of Europe adopted a European Convention on the Suppression of Terrorism ;
2. Recalling that, in the past years, it has repeatedly urged the Committee of Ministers to take effective and prompt action in the fight against terrorism,
3. Welcomes the speed with which the Committee of Ministers has acted, while regretting that in the special circumstances the Committee of Ministers did not feel able even to proceed to an urgent consultation of the Assembly on the text of the convention ;
4. Without being in a position to give its considered opinion on the technical aspects of the convention, notes with satisfaction that its provisions are largely inspired by the Assembly's recommendations ;
5. Invites its members accordingly to promote the early signature and entry into force of the convention, and instructs its Committee on Parliamentary and Public Relations to take and co-ordinate any action in the national parliaments it may deem suitable to this end.
