The Assembly,

1. Considering that, in accordance with Rule 8.1 of the Rules of Procedure, the Bureau of the Assembly consists of the President and ten Vice-Presidents ;
2. Considering that the number of ten Vice-Presidents was laid down in Resolution 473, adopted on 23 January 1971 ;
3. Considering that three states- Greece, Portugal and Spain- have joined or returned to the Council of Europe since that date, and that the membership of two delegations was increased by two (Resolution (78) 1 of the Committee of Ministers), thus increasing the number of Representatives to the Assembly from 140 to 168 ;
4. Believing therefore that the representativeness of the Bureau would be improved if all the national delegations were able to be members of it more often, through the creation of another two vice-presidencies,
5. Resolves to increase the number of Assembly Vice-Presidents from ten to twelve, and to amend Rules 8.1, 9.6 and 42.2 of the Rules of Procedure accordingly.
