Statement made by U Thant, Secretary General of the United Nations, to the Consultative Assembly of the Council of Europe, on 3rd May 1966

The Assembly,
1. Stressing that the visit to the Council of Europe of U Thant, Secretary General of the United Nations, was an event of undoubted political importance;
2. Recognising the world responsibilities which it is Europe's duty to meet, not only in the political field but also in the field of economic, social, cultural and scientific development;
3. Considering that the Council of Europe, as a regional organisation, can and should play a leading part as the European advance guard and mainstay in the worldwide undertaking of the United Nations;
4. Recalling that the Secretary General of the United Nations called for complementary action by the United Nations and the Council of Europe in economic and social matters and in dealing with major political problems;
5. Considering that its various committees should be assigned the task of following those aspects of the United Nations' work which concern the Assembly, whether in the field of general policy or within the more specific context of the Work Programme,
6. Urges the Council of Europe countries to intensify their political co-operation in the United Nations, so as to make it more constructive, along the lines indicated by U Thant in his Strasbourg address;
7. Insists that no effort be spared to intensify and co-ordinate the activities of the Council of Europe and the United Nations in so far as they are complementary, and to ensure effective contacts between the Secretariat and other organs of the Council of Europe and the affiliated organisations and specialised agencies of the United Nations;
8. Instructs the Political Committee to set up a sub-committee, to be attended by the Secretary General of the Council of Europe, with a view to harmonising relations between the two Organisations
