Control of foot-and-mouth disease in Europe

The Assembly,

1. Recalling its Recommendation 181 (1958) on the control of foot-and-mouth disease ;
2. Appreciating the efforts made by the national institutions to control the disease, and welcoming the activities in this field of the International Office of Epizootics and the FAO European Commission for the Control of Foot-and-Mouth Disease ;
3. Considering, nevertheless, that foot-and-mouth disease remains a major threat to European agriculture ;
4. Believing that international co-operation in this field is more vital in Europe than in any other part of the world, and considering that all member states should cooperate on an equal footing in the efforts to eradicate the disease ;
5. Recognising, however, that each country must decide for itself the best method of control,
6. Recommends that the Committee of Ministers :
a urge the member governments who have not yet adhered to the European Commission for the Control of Foot-and-Mouth Disease to do so forthwith ;
b invite member governments :
6.2.1 to ensure the most effective application of the International Zoo-Sanitary Code prepared by the International Office of Epizootics ;
6.2.2 to consider new methods of controlling foot-and-mouth disease, in particular, a combination of slaughter and ring vaccination, or general vaccination ;
6.2.3 to establish and publish statistical material which would permit an evaluation of the economic implications of the disease and its control ;
6.2.4 to examine on a multilateral basis more effective means of sanitary control over the trade in live animals and animal products both in exporting and importing countries as well as in transit.
