In the draft resolution, after paragraph 9, insert the following paragraph:

"An international body should be established as a part of any Climate Change Agreement to cut greenhouse gas emissions. It should be required to produce annual reports to the international authority under the Climate Change Agreement. It must reflect great scrutiny and transparency necessary for the credibility of a new Climate Change Agreement."
