1. As far as Parliamentary Assembly Recommendation 1742 (2006) on “Human rights of members of the armed forces” is concerned, the Committee of Ministers recalls that it adopted a reply on 28 March 2007.
2. Subsequently, in 2010, as part of the follow-up to the Assembly recommendation, the Committee of Ministers adopted its own Recommendation CM/Rec(2010)4 to member States on human rights of members of the armed forces. The implementation of the latter was subject to review two years after its adoption. This review has now been completed. At its meeting on 12 and 13 February 2014, the Committee of Ministers, having taken due note of the report prepared by the Steering Committee for Human Rights (CDDH) on this matter, decided to encourage member States to continue their efforts as appropriate to implement the various provisions of the recommendation and to translate and disseminate it as widely as possible. The Committee of Ministers encouraged further the organisation, upon request from member States, of assistance and capacity-building activities to facilitate their implementation of the recommendation at national level. Finally, the Committee of Ministers agreed to request the CDDH to come back to the issue of the implementation of the recommendation within the biennium 2016-2017.
