Violations of human rights in Ukraine by the Russian Federation

During my visit to Ukraine in late March this year, I met the pro-Ukrainian Tatar leader Mr Mustafa Dzhemiliev from Crimea. He is also member of the Ukrainian Parliament and part of the Ukrainian delegation to the Parliamentary Assembly. At the time of my visit, Mr Dzhemiliev had been prohibited from returning to Crimea. On 21 April, the Russian Federation issued a further ban, preventing him from returning to Crimea for the next five years.

I am deeply concerned about the constant violations of human rights in Ukraine by the Russian Federation, and in particular about Mr Dzhemiliev’s situation of not being able to return to his native district for a period of five years. The Russian Federation is a member of the Council of Europe and, as such, is obliged to fulfil its commitments to protect human rights and promote democracy.

To ask the Committee of Ministers,

What measures does the Committee of Ministers intend to take towards the Russian Federation in order to stop violations of human rights, such as prohibiting persons from returning to their homes, of which the sanction against Mr Dzhemiliev is a shameful example?
