In the draft recommendation, after paragraph 4.3, insert the following paragraph:

"emphasise that attacks by the Assad regime and its supporters against civilians and civilian populated areas must cease as soon as possible."

Explanatory note

The regime has been the source of this instability. It helped create DAESH in the hope of defeating its opposition. Furthermore, the Assad regime, by targeting the Syrian people, has led to the collapse of public order and opened the way for terrorists and foreign fighters to fill the vacuum.
