In the draft resolution, after paragraph 16.2.3, insert the following paragraph:

"bring an end to the displacement from the territory of Crimea to the territory of the Russian Federation of persons who have no Russian citizenship, including those sentenced to imprisonment, who have, whatever the circumstance, found themselves under the control of the Russian Federation in Crimea;"
