"the disappearance of some of Daphne Caruana Galizia’s laptops from Malta, an act possibly constituting an obstruction of justice by its perpetrators, and the failure to have them returned to the Maltese investigating authorities in a manner which ensures that they may be used as reliable evidence if required, subject to any appropriate safeguards."
