In the draft resolution, paragraph 5.4, replace the words: "equivalent to at least one third" with the following words: "equivalent to at least half".

Explanatory note

The proposed wording would better reflect the exceptional nature of the new complementary procedure that would be used in response to the most serious violation by a member State of its statutory obligations.
