"consider dropping the remaining prosecutions also of the lower-ranking officials involved in the 2017 unconstitutional referendum and refrain from sanctioning the successors of the imprisoned politicians for symbolic actions merely expressing their solidarity with those in detention, except in the cases where the officials broke the Spanish laws that adhere to the recommendations on electoral procedures of the Council of Europe and the Venice Commission like the neutrality of institutions and the rules of election campaign financing;"
