The Committee submits to the Assembly the following Draft Recommendation :

A Draft Recommendation

The Assembly,

Recognising that cultural treasures are part of the common heritage of the peoples of Europe,

Convinced that present circumstances require that a joint effort be made now to ensure their protection by means of an international agreement,

Bearing in mind that the preparation of a convention with this end in view is at present under consideration by UNESCO,

Recommends to the Committee of Ministers that the Governments of the Member States of the Council of Europe be invited to subscribe individually to the declaration drawn up by UNESCO, pending the formulation of the convention.
