The Assembly,
Considering the desirability of as wide an international circulation as possible of books, objects of art and all media of information or education,
Considering that, to this end, the United Nations Educational, Scientific and Cultural Organisation has recommended to its Member States the ratification of an Agreement (bearing the date of 31st July, 1950) on the Importing of Educational, Scientific and Cultural Materials, and that that Convention will come into force on ratification by ten Member States,
Recommends that the Committee of Ministers invites the Member States of the Council of Europe who are also members of the United Nations Educational, Scientific and Cultural Organisation, to ratify this Convention in order that it may come into force as soon as possible..
