1 Decisions of the Bureau of 26 January 2026 requiring ratification by the Assembly

1.1 Vice-Presidents of the Assembly in 2026

The Bureau took note of the list of candidates for Vice-Presidents of the Assembly (appendix 1).

1.2 References and transmissions to committees

The Bureau considered and approved the following references:

  • Comprehensive protection of children in rainbow families across Europe, Doc. 16299, Motion for a resolution: reference to the Committee on Equality and Non-Discrimination for report;
  • Mainstreaming remembrance: preserving the historical memory of Roma and Travellers to counter Antigypsyism, Doc. 16300, Motion for a resolution: reference to the Committee on Equality and Non-Discrimination for report;
  • Towards the universal abolition of the death penalty in all circumstances, Doc. 16301, Motion for a resolution: reference to the Committee on Legal Affairs and Human Rights for report;

1.3 Election observation

1.3.1 Hungary: Parliamentary elections (12 April 2026)

The Bureau, subject to receiving an invitation, decided to observe this election and to set up an ad hoc committee composed of 30 members (SOC-9; EPP/CD-8; EC/DA-6; ALDE-5; UEL-2), as well as the two co-rapporteurs of the monitoring committee, and to conduct a pre-electoral mission, and decided to observe out-of-country voting in the context of the parliamentary elections in Hungary on 12 April 2026, as a test, in line with the relevant methodology approved previously by the Bureau.

1.3.2 Joint hearing co-organised the Parliamentary Assembly, the Congress of Local and Regional authorities and the Venice Commission on “Securing the rights of observers for trusted and inclusive electoral processes (Paris, 28-29 April 2026), as a contribution to the New Democratic Pact

The Bureau decided to set up an ad hoc committee to participate in the hearing with the following composition: the President of the Parliamentary Assembly; the members of the Presidential committee; the members of the Bureau of the Parliamentary Alliance for Free and Fair Elections and 5 other members of the Alliance; Assembly members and substitutes of the Council for Democratic Elections; Assembly General rapporteur on Democracy; Assembly Rapporteur on Elections in times of crisis and Assembly rapporteur on The need to protect election observers.

1.4 Election of judges to the European Court of Human Rights

The Bureau took note of the report drawn up by the Committee on the election of judges for the post of judges in respect of Cyprus and the Netherlands, subject to ratification by the Assembly in the Progress report (Doc. 16323 Add. 2).

1.5 Modalities for the implementation of Assembly Resolution 2621 (2025) on Russian democratic forces

The Bureau approved the Memorandum prepared by the Secretary General of the Parliamentary Assembly together with the General Rapporteur on the Russian democratic forces and approved the list of members of the Platform for Dialogue between the Assembly and Russian democratic forces (Appendix 2).

1.6 Special Committee on the New Democratic Pact

The Bureau took note of the Memorandum prepared by the Secretary General of the Parliamentary Assembly, decided to set up a special Committee on the New Democratic Pact and approved its terms of reference (Appendix 3).

1.7 Composition of the Monitoring Committee, the Committee on Rules of Procedure, Immunities and Institutional Affairs and the Committee on the Election of Judges to the European Court of Human Rights

The Bureau, on the basis of proposals by the political groups, nominated members of these three committees and decided to submit them to the Assembly for ratification (Commissions (2026) 01 Addendum 1).

1.8 Resolution 1376 (2004) relating to Cyprus

The Bureau took note of the letters from the two Turkish Cypriot political parties informing the President of the Assembly of the names of the "elected representatives of the Turkish Cypriot community" entitled to sit in the Assembly in 2026, namely Mr Armağan Candan and Mr Hasan Taçoy.

1.9 Resolution 2530 (2024) on a democratic future for Belarus

The Bureau took note of the letter by the Speaker of the Coordination Council of Belarus informing the President of the Assembly of the names of members of the representative delegation of Belarusian democratic forces for the 2026 ordinary session and approved the list of the delegation:

2 Other decisions by the Bureau

2.1 First part-session of 2026 (Strasbourg, 26-30 January)

2.1.1 Requests for debates under urgent procedure

The Bureau took note of the requests to hold debates on:

  • 65th anniversary of the European Social Charter, tabled by the Committee on Social Affairs, Health and Sustainable Development: decided to recommend to the Assembly to hold this debate, and to refer the matter to the Committee on Social Affairs, Health and Sustainable Development for report;
  • Ensuring accountability, humanitarian protection and respect for international law in Gaza and the West Bank after the ceasefire, tabled by the group of the Unified European Left: decided to transform this request into a current affairs debate, recommended to the Assembly to hold this debate and appointed Ms Saskia Kluit (Netherlands, SOC) as the first speaker;
  • Threats against the international order: the case of Greenland, tabled by the Group of the Alliance of Liberals and Democrats for Europe: decided to recommend to the Assembly to hold this debate, and to refer the matter to the Committee on political Affairs and Democracy for report;
  • Bringing Democracy back to our Assembly: an urgent call to reform the election procedure of the President of the Parliamentary Assembly, tabled by Victoria Tiblom (Sweden, ECPA) and 32 members of the Assembly: decided to recommend to the Assembly not to hold this debate;
  • Political crisis in the broader Middle East: need to protect human rights and the rights of all minority groups, tabled by the political groups, decided to recommend to the Assembly to hold this debate, and to refer the matter to the Committee on political Affairs and Democracy for report.

2.1.2 Request for a current affairs debate

The Bureau took note of the request to hold a debate on Safeguarding the system of international justice, tabled by the political groups, decided to hold this debate and appointed Mr Tekke Panman (Netherlands, EPP/CD) as the first speaker.

2.1.3 Draft agenda

The Bureau updated the draft agenda.

2.1.4 Joint Committee (Strasbourg, 29 January 2026)

The Bureau prepared the meeting of the Joint Committee.

2.2 Progress report of the Bureau of the Assembly and of the Standing Committee (3 October 2025-25 January 2026)

2.3 Election observation

2.3.1 Kyrgyzstan: early parliamentary elections (30 November 2025)

The Bureau approved the report by the observation mission (Doc. 16319).

2.3.2 Assembly of KosovoNote: early elections (28 December 2025)

The Bureau took note of the press release of the observation mission.

2.3.3 Parliamentary Alliance for Free and Fair Elections

The Bureau approved the list of members of the Parliamentary Alliance for Free and Fair Elections and the appointment of Lord Blencathra (United Kingdom, ECPA), as its Chairperson (Appendix 4).

2.3.4 Election Observation activities of the Parliamentary Assembly in 2025

The Bureau took note of the report (Doc. 16323 Add. 3).

2.4 Václav Havel Human Rights Prize

The Bureau took note of the press release of the launch of the 2026 edition of the Prize.

2.5 Communications

The Bureau took note of the communication by the President of the Assembly and held an exchange of views with the Secretary General of the Council of Europe.

Appendix 2 – Modalities for the implementation of Assembly Resolution 2621 (2025) on Russian democratic forces

Memorandum prepared by the Secretary General of the Parliamentary Assembly together with the General Rapporteur on the Russian democratic forces
1. The Platform for Dialogue with Russian democratic forces (“the Platform”), set up by Assembly Resolution 2621 (2025), is a “forum for a two-way engagement between the Assembly and Russian democratic forces to address issues of common concern through exchanges in the context of the Platform”.
2. As regards the specific modalities for its implementation, in particular the composition and functioning of the Platform and the participation of Russian democratic forces therein, Resolution 2621 (2025) provides that they shall be approved by the Bureau “based on a memorandum to be prepared by the Secretary General of the Assembly together with the General Rapporteur on the Russian democratic forces”.

Composition of the Platform

1. As regards the composition of the Platform, the General Rapporteur on Russian democratic forces submits the following proposals:
2. The Platform shall be composed of the President of the Assembly, who chairs it, as well as:
  • the chairpersons of the political groups (or their representatives);
  • the Chair of the Committee on Political Affairs and Democracy;
  • the General Rapporteur on Russian democratic forces;
  • the General Rapporteur on Democracy;
  • the General Rapporteur on combating racism and intolerance;
  • the General Rapporteur on Media Freedom and Safety of Journalists;
  • the General Rapporteur for Political Prisoners;
  • the General Rapporteur on the Situation of Human Rights Defenders and Whistleblowers.
3. It shall also be composed of 15 “Participants from Russian democratic forces”, including 5 representatives of the Indigenous peoples and national minorities of the Russian Federation, in line with paragraph 10 of Resolution 2621 (2025) which provides that, until a platform for dialogue with the representatives of Indigenous peoples and national minorities is established, one third of the seats for the Platform shall be reserved for the representatives of Indigenous peoples and national minorities of the Russian Federation. When a platform for dialogue with the representatives of Indigenous peoples and national minorities of the Russian Federation is established, this quota will be terminated.
4. According to the topics being discussed, the Platform may hold exchanges with other Assembly rapporteurs/General Rapporteurs and officials such as the Council of Europe Commissioner for Human Rights, the Special Envoy of the Secretary General on the situation of children of Ukraine, and others.
5. Russian democratic forces organisations, members of which meet the criteria set out in paragraph 8 of Resolution 2621 (2025) shall submit, by common decision, a list of potential candidates to the President of the Assembly no later than three weeks before the opening of the Ordinary session or, if not possible, before the opening of a part-session. They can only propose as candidates persons of the highest moral standing who are currently in exile and who meet the requirements listed in paragraph 8 of Resolution 2621 (2025), to be verified by the Bureau of the Assembly at the time of the approval of the list, or at any other time following a decision to that effect by the Bureau.
6. The submission shall:
  • be written in English or French;
  • include a signed declaration by each candidate stating compliance with the requirements listed in paragraph 8 of Resolution 2621 (2025), including a declaration of the absence of conflict of interest and confirming to have signed the Berlin Declaration of the Russian Democratic Forces before agreeing to participate in the Platform;
  • clarify the grounds on which candidates proposed as representatives of Indigenous peoples or national minorities can be considered such, in particular, proven experience and sustained engagement recognised by representatives of Indigenous peoples and national minorities of the Russian Federation in defending their inherent rights and identity.
7. On the basis of the candidatures received, the President of the Assembly shall draft a list of 15 Participants of Russian democratic forces, including 5 representatives of the Indigenous peoples and national minorities of the Russian Federation. This list may include Russian citizens on active duty fighting in the Ukrainian military.
8. The President shall submit the list to the Bureau of the Assembly for approval. If approved by the Bureau, the list of Participants of Russian democratic forces shall subsequently be submitted to ratification by the Assembly.
9. As set out in in Assembly Resolution 2621 (2025), once approved by the Bureau and ratified by the Assembly, the list shall be valid for one ordinary session of the Assembly. The composition of the Platform, therefore, shall be reconsidered by the Bureau and ratified by the Assembly at the beginning of each ordinary session. The composition may be modified, partially or in its integrity, or confirmed.

Functioning of the Platform

1. As regards the functioning of the Platform, the Secretary General of the Parliamentary Assembly submits the following proposals:
  • Meetings of the Platform shall be convened and chaired by the President of the Assembly. If unable to attend a meeting, the President may delegate the General Rapporteur on Russian democratic forces to chair meetings of the Platform;
  • The Chair may decide, at the latest at the time of adopting the meeting agenda, that part of the meeting or a specific item will be open to the public;
  • Meetings of the Platform may be held during part-sessions in Strasbourg. The President may also convene meetings of the Platform in Paris or, at the invitation of its parliament or other relevant authorities, in another member State of the Council of Europe;
  • The Platform cannot take any decisions that would engage the Assembly;
  • The costs of the functioning of the Platform shall be covered through extrabudgetary resources;
  • Meetings of the Platform are held in the official languages of the Council of Europe;
  • Following a specific invitation by the respective Chairpersons, the Participants of Russian democratic forces may participate in hearings organised by Assembly’s committees, sub-committees and networks, when their contributions are particularly pertinent;
  • In case of a substantiated complaint about the non-compliance of a Participant with the criteria set out in paragraph 8 of Resolution 2621 (2025), the President of the Assembly shall immediately suspend the participation of the person concerned until the Bureau takes a decision.

Gradual implementation of Resolution 2621 (2025)

1. As set out in Resolution 2621 (2025), “One year after the establishment of the Platform, the Bureau shall review the implementation of this resolution and consider possible amendments or other measures to be taken”.
2. Only following this review, the Bureau may decide to enable the Participants of Russian democratic forces in the Platform to attend meetings of the Assembly’s committees, sub-committees and networks during part-sessions, and to take the floor when authorised by the respective Chairpersons. They may participate in the work of political groups according to the conditions established by the groups.

Draft decision

1. The Bureau is invited to approve the modalities for the implementation of Assembly Resolution 2621 (2025) on Russian democratic forces.

Appendix 3 – Special Committee on the New Democratic Pact

Draft terms of reference of the special committee on the New Democratic Pact (AS/Pact)

(81 seats + 5)

Title: Special committee on the New Democratic Pact (AS/Pact).

Duration: The special committee shall be established for a period of two years (1+1).

Role:The special committee shall be the Assembly’s coordinating body and interface for its contribution to the preparation, implementation and promotion of the New Democratic Pact for Europe, leveraging on the dual (national and European) mandate of its members. It shall, in particular:

  • act as a platform for reflection and foresight;
  • provide the Assembly’s input to the Pact;
  • advance inter-parliamentary dialogue on the Pact, its tools and objectives;
  • promote the Pact in national parliaments and at national level in different fora;
  • as appropriate, represent the Assembly at high-level events connected to the Pact.

Specific tasks: The special committee may hold meetings in Strasbourg, Paris, and in a Council of Europe member States at the invitation of its relevant parliaments. On these occasions, it may hold hearings with a wide range of interlocutors.

The special committee may support events organised by its members in their national parliaments.

The special committee shall prepare a report on the New Democratic Pact to be debated by the Assembly and leading to the adoption of a resolution and/or recommendation. This report should be finalised by the end of the first year, or the second should the mandate be renewed.

Composition: The special committee shall be composed of representatives and alternates from each national delegation, in conformity with Rule 44.2 of the Rules of Procedure of the Assembly. In conformity with Rule 44.8, candidatures for membership of the committees shall be addressed to the President of the Assembly, who shall submit to the Assembly, the Standing Committee or, failing that, the Bureau. Chairpersons of political groups will be as ex officio members.

Bureau:The special committee shall elect a Bureau consisting of a Chairperson and Vice-Chairpersons from among its members, in accordance with Rule 46 of the Assembly’s Rules of Procedure.

Languages: Meetings of the special committee will be held in English and French.

Financing: The activities of the special committee may be financed through the ordinary budget and voluntary contributions.

Draft decision

The Bureau is invited to establish the special committee on the New Democratic Pact and to approve its terms of reference.
