In the draft resolution, paragraph 11.5.6, replace the words “single-parent families, rainbow families, families including persons with disabilities, Roma and Traveller families and other disadvantaged population groups” with the following words:

“all families and disadvantaged population groups”

Explanatory note

Family law and family policies vary considerably among Council of Europe member States. A general reference to “all families” ensures an inclusive and non-discriminatory approach while respecting the principle of subsidiarity and the diversity of national legal frameworks.
