The Assembly,

Having regard to the Articles 1 and 2 (b) of the European Cultural Convention, which came into force on 5th May, 1955, and under the terms of which the Contracting Parties undertook to encourage their common cultural development and to endeavour to foster the study of European history and civilisation in their several territories;

Having regard to the necessity of disseminating the idea and knowledge of European co-operation in the universities, institutes of higher education, cultural circles and press of the Contracting Parties ;

Having regard to the decision reached by the Committee of Cultural Experts at its tenth session, on 27th April, 1955, concerning the work Europe in the XIXth and XXth Centuries— Historical problems and interpretations, to be edited by an international editorial board and published by Carlo Marzorati, Milan;

Noting with satisfaction the private initiative leading to the preparation of this work, which takes its inspiration from the ideas and aims of European co-operation and will be a useful and powerful aid for scientific work and university teaching in Europe and throughout the world;

Wholeheartedly approving the aims of this work and the plan of publication presented by M. Marzorati,

Decides to lend its moral support to the work entitled Europe in the XIXth and XXth Centuries ;

Invites the Governments of member countries to take the necessary steps to ensure a wide circulation for this work, in particular by introducing it into libraries, universities and institutes of higher education.

B Explanatory Memorandum (presented by M. GALLETTO, Rapporteur)

1. Europe in the XIXth and XXth Centuries— Historical problems and interpretations is an outstanding work the publication of which has been undertaken by an Italian publisher in collaboration with some of the most distinguished historians and exponents of political science of the West. It draws its inspiration from the ideals and aims of the Council of Europe and is a most valuable and significant expression of European historical thought. Being completely free from tendentiousness and based on a spirit of objective investigation, it will be an invaluable instrument for the training of men capable of directing education, the press and public opinion towards the cooperation and unification of the peoples of free Europe,
2. The outstanding quality of this work is guaranteed by the composition of its Editorial Board, by the acknowledged standing of a numerous and truly international team of contributors and by the plan of work, in which no aspect of the European problems of the last 150 years has been neglected.
3. It is satisfactory to note that the publisher is financing the work from his own resources without any form of subsidy.
4. However, the publisher would be grateful if he could mention the Council of Europe on the title-page, for this would draw attention to the significance of the work, while illustrating the cultural work of the Council of Europe; which in its turn would recommend its acquisition and circulation in the universities and cultural centres of the countries represented at Strasbourg.
5. The Committee on Cultural and Scientific Questions feels that it is the duty of the Council of Europe to take an active interest in this publication, which is already complete, will shortly be printed and is due to appear next year. In submitting the above draft Resolution to the Assembly for approval, the Committee is merely endorsing the opinion of the Committee of Cultural Experts on the quality of this work.
