AI conference

15-16 December 2025

London, United Kingdom

UK Parliament

The rapid evolution of Artificial Intelligence (AI) has brought transformative opportunities and significant challenges to societies worldwide. As a powerful tool with the potential to transform governance, economies, and individual lives, AI also raises critical ethical, legal, and societal concerns. Parliaments, as key democratic institutions, have a unique and essential role to play in shaping the development, application, and regulation of AI to ensure it aligns with democratic values and human rights.

The Parliamentary Conference on Artificial Intelligence will build on the work of the Parliamentary Assembly of the Council of Europe (PACE) and the Council of Europe (CoE), leveraging their expertise to engage parliamentarians in addressing the governance and regulation of AI.

The conference will bring together parliamentarians from Council of Europe member States and other key stakeholders to examine the latest developments in artificial intelligence and their implications for democracy, human rights, and the rule of law. It will offer a platform to exchange best practices, define parliamentary roles in AI governance, and mobilise support for the Council of Europe’s Framework Convention on Artificial Intelligence.
