1. The Committee of Ministers has been informed
of the concerns raised by the Honorable Parliamentarian in Written
Question No. 586.
2. In its reply to a previous question raised by the Honourable
Parliamentarian concerning the “Eutelsat” Convention and China,
the Committee of Ministers had already indicated that the Convention
establishing the European Telecommunications Satellite Organisation
“Eutelsat” is not a Council of Europe convention and that therefore
it is not up to the Committee to carry out any form of monitoring
of that convention (see CM/AS(2008)Quest553 final).
3. The Committee of Ministers would nevertheless take this opportunity
to reiterate its unfailing commitment to the fundamental right to
freedom of expression and to receive and impart information and
ideas without interference by public authority and regardless of
frontiers, as guaranteed by Article 10 of the European Convention
on Human Rights.
