1. The Consultative Assembly of the Council of Europe requests the Committee of Ministers to set up a European Refugee Office under the Control of the Council of Europe.
It shall be the task of this Office to establish in co-operation with the 0. E. E. C. the outlines of a policy aiming at the resettlement and full employment of refugees and expellees, to work out concrete resettlement projects in Europe and overseas countries in co-operation with the respective Governments and with the competent international agencies, and to find ways of financing these projects.
2. The Consultative Assembly of the Council of Europe shall further request the Committee of Ministers to recommend to the Governments, represented in the United Nations, that the High Commissioner of the United Nations shall be competent for all refugees without regard to their nationality, confession and race, and shall bo entitled to any action for the social, economic and political resettlement of refugees.
