1. In drawing up the Council of Europe’s
work programme and budget, the Committee of Ministers respects the
principle of balance between the Organisation’s priority activities
and the budgetary resources available. This principle of balance
also applies in the field of “action to ensure freedom of thought,
conscience and religion”.
2. In this field, as for all the activities included in the Council
of Europe’s work programme, the Committee of Ministers draws, in
particular, on the work of the relevant steering committees and
other competent intergovernmental committees. Where appropriate,
in order to develop the Organisation’s action, it also takes into
consideration the recommendations submitted to it by the Council
of Europe’s conferences of specialised ministers.
3. With regard to the Honourable Parliamentarian’s third question,
the Committee of Ministers can only reiterate the terms of its reply
to Parliamentary Assembly

1927 (2010), which reflect its position on this matter.
4. Where the last question is concerned, the Committee of Ministers
does not plan to review the Statute of ECRI.
