The Assembly,

1. Having regard to the report of its Committee on Parliamentary and Public Relations on relations with national parliaments (Doc. 4073) ;
2. Considering the report of the Committee on Culture and Education on the follow-up to texts adopted by the Assembly in the field of culture and education (Doc. 3985),
3. Instructs its Committee on Parliamentary and Public Relations to examine with national delegations and political groups the possibility to implement the proposals contained in Doc. 4073, and to submit a draft resolution to the autumn 1978 meeting of the Standing Committee ;
4. Instructs its other committees to review regularly the follow-up given to texts adopted in their competence on the basis in particular of documentation made available by the Committee on Parliamentary and Public Relations, and to report thereon as necessary to the Standing Committee ;
5. Instructs its committees and the Office of the Clerk to see to it that the adoption of reports by committees should not take place less than three or four weeks before the opening of a session of the Assembly, thus enabling national delegations to have these reports translated into non-official languages so that more members could acquaint themselves in depth with the subject and take full part in Assembly debates. This should apply to all reports, since the presentation of recent developments can be left to the Rapporteurs' introductory remarks in the Assembly.
