The Assembly,
1. Referring to its 1981-82 debate on environment policy in Europe ;
2. Observing that the protection of the environment is a matter of widespread public concern in Europe, and that political movements acting in the name of ecological principles are exerting increasing influence on political structures in member states ;
3. Considering that these movements are primarily concerned with preserving the environment, but noting that most of their members do not wish to forego comfort and technical progress, even if that entails adverse ecological consequences ;
4. Noting that ecologist movements often criticise governments' environment policies, but are not usually prepared to take on executive responsibilities if necessary ;
5. Considering that ecologist movements are capable of influencing future environment policies and hence liable to create serious handicaps for the European market in certain fields, which might have the effect of worsening the employment situation,
6. Instructs its Committee on Regional Planning and Local Authorities :
a to make a study of ecologist movements, with reference to their aims and political influence in member states, as well as the various aspects and possible repercussions of their demands ;
b to report back to the Assembly in January 1984.
