1. Referring to
Recommendation 1275 (1995) on the fight against racism, xenophobia, anti-Semitism and intolerance, and bearing in mind its role as guardian of democratic values, the Assembly decides to take measures to prevent the airing of statements that are an incitement to racial hatred, notably during plenary Assembly debates and in committee.
2. It thus instructs its Committee on Rules of Procedure to consider the possible modification of Rule 12, paragraph 6, in this way, while taking into consideration the freedom of speech of parliamentarians.
3. It calls for close co-operation on matters relating to "Gypsies" (Roma and Sinti) between the rapporteurs of the Assembly and of the Congress of Local and Regional Authorities of Europe and the co-ordinator appointed by the Secretary General pending the setting up of a more permanent structure.
4. The Assembly also instructs the committees concerned to continue monitoring developments in the fight against racism, xenophobia, anti-Semitism, and all religious and other forms of intolerance, and to report back to it when significant developments have occurred.
