The Assembly,
1. Considering the continuation of the conflict in Chechnya;
2. Convinced that only a political and negotiated solution can bring an end to this conflict,
3. Instructs the Bureau to establish an ad hoc committee, composed of representatives of the Political Affairs Committee, the Committee on Legal Affairs and Human Rights and the Committee on Relations with European Non-Member Countries, to monitor the situation in Chechnya and to respond to Russia's request for assistance with proposals in line with the Council of Europe's Framework Convention for the Protection of National Minorities that might be acceptable to both sides; this ad hoc committee will report back in due course.
