The Assembly,

Considering that its objective of instituting a European political authority comprising all democratic nations cannot but be furthered by the development of Specialised Authorities, provided they remain within the framework of the Council of Europe,

Renews its former Recommendations, especially the Recommendations contained in documents AS (2) 121 and 123 of 28th August 1950 (nos: 1 and 4 of the printed Compilation) and particularly recommends that the following measures be adopted:

(i) that during the negotiations on a convention for the establishment of a Specialised Authority, Member States who so wish, and the organs of the Council of Europe, shall be kept regularly informed of developments,

(ii) that the Authority shall remain open to accession by all Member States,

(iii) that reports be submitted regularly by the Authority's supervisory bodies to the Assembly and the Committee of Ministers of the Council of Europe, so that they may be enabled to make suggestions and Recommendations on the operation of the Authority,

(iv) that whenever, as would appear desirable, the Authority includes a supervisory body of a parliamentary character, the parliamentary members of this body should be selected from among the Representatives to the Consultative Assembly of the participating countries ;

Recommends that every effort be made to ensure that existing proposals, for example the High Authority for Coal and Steel, and to encourage the establishment of comparable authorities for cultural, social, economic (agricultural and industrial) matters and for joint defence;

Decides on the setting up of two Committees each consisting of seven Members nominated by the Bureau, appointed to present to the next Session of the Assembly texts relating to the setting up of

(1) A European Specialised Authority for Agriculture,

(2) A European Specialised Authority for Transport,

Requests the Parliaments of Member States to decide themselves, as speedily as is reasonably possible, on the principle and methods to be employed for the participation of their countries in such of these measures as they are willing to adopt.
