Ratification of the International Labour Convention on Migrant Workers and the effect to be given to the OEEC Decision concerning the employment of foreign labour

The Assembly,
In response to the appeal made by the Special Representative, in his progress report of 17th October 1956, to the members of the Assembly, asking them to support in their respective parliaments and Governments the action taken by the international organisations ;
Recalling that in its Recommendations 36 (1949) and 47 (1953) it had already recommended that the Committee of Ministers ask Member Governments to ratify at the earliest possible date the International Convention on Migrant Workers adopted by the International Labour Conference at Geneva on 1st July 1949 ;
Endorsing the Special Representative's suggestion in his progress report that the Assembly should lend its support to the international organisations in their activities directed towards the welfare and prosperity of peoples ;
Considering that the Decision taken by the Council of O.E.E.C. in October 1953 concerning the employment of foreign labour marks a considerable step forward towards the free movement of labour between the member countries of O.E.E.C.,
Recommends the Committee of Ministers :
1 to invite Member Governments which have not already done so to ratify at the earliest possible date the International Convention on Migrant Workers adopted on 1st July 1949 by the International Labour Conference in Geneva and to inform the Assembly of the measures taken to this end ;
2 to invite Member Governments to give wider effect to the OEEC Decision of October 1953 by which the member countries of O.E.E.C. undertook to employ foreign labour whenever their national manpower resources were insufficient to meet the demands of particular economic sectors, and to endeavour to do away with any restrictive measures preventing this Decision from taking full effect.
