The Assembly,

Considering that effective cooperation with the Committee of Ministers is of great importance for the future of the Council of Europe;

Considering that such co-operation can develop only on the basis of a political resolve;

Considering that the Committee of Ministers recognised, in its Communication of 12th December 1960, the importance of close and fruitful collaboration with members of the Assembly,

1. Recommends the Committee of Ministers to foster such collaboration by taking part in an annual colloquy with the Assembly, arrangements for which might be as follows :

a agenda drawn up by agreement between the Assembly and the Committee of Ministers;
b debates introduced by the Chairman of the Committee of Ministers;
c attendance, so far as possible, of all Ministers for Foreign Affairs;
d general policy debates which would not enter into technical matters nor into points of detail;

2. Proposes that the first of these colloquies should be held during the session of the Assembly in September 1961 and that the discussion should be on the following subjects :

a Co-operation between Europe and the newly developing countries;
b Examination of the consequences for the Council of Europe of recent proposals to increase European co-operation in the political and economic fields, having regard more particularly to the development of the Organisation for Economic Co-operation and Development and its collaboration with the Council of Europe.
