Harmonisation of health regulations applicable to the international livestock trade

The Assembly,

Having regard to the difficulties involved in carrying out a common agricultural policy;

Noting that such difficulties have recently been experienced in connection with the export of meat between two of the principal Members of the European Economic Community;

Considering that the gradual liberalisation of trade makes it imperative to standardise the regulations governing it;

Having noted the work already being done to this end as regards health regulations applicable to the livestock and meat trade;

Considering that the success of the efforts being made by the Commission of the European Economic Community among the Common Market countries will allow the extension of the results obtained to a wider group of countries;

Considering, moreover, that the research at present being carried out by the OEEC European Productivity Agency and by the International Office of Epizootics constitutes an indispensable preliminary step towards this extension,

Recommends the Committee of Ministers :

1 to invite the member States of the European Economic Community to keep them informed about the progress of their work;
2 to convene a Committee of Governmental Experts to examine the question and draw up an international agreement harmonising the different European legislations in this field, thus facilitating trade by preventing possible disputes arising from too exclusive an interpretation of national legislations.
