1. The Assembly,

2. Considering that artificially imposed political and economic conditions cannot be allowed to impair the cultural unity of Europe;

3. Considering the need to establish close cultural contacts between the peoples of Eastern and Western Europe,

4. Recommends that the Committee of Ministers should request the Administrative Board of the Cultural Fund to grant fellowships and scholarships enabling such people as scientists, artists, writers, philosophers and students, initially from Poland and, later, when circumstances allow, from other countries of Eastern Europe, to work and study in the member States.
