2. Taking note of Spain's request for association with the European Economic Community,

3. Recommends that the Committee of Ministers should urge the Members of the European Economic Community to examine the possibility of some form of economic agreement between Spain and the European Economic Community, bearing in mind the constitutional changes that will be necessary before any form of political association can be contemplated.
