The Assembly

1. Having examined the 15th report on the activities of the Office of the United Nations High Commissioner for Refugees (Doc. 2192) and the report of its Committee on Population and Refugees in reply thereto (Doc 2259) ;
2. Considering that legal protection is and continues to be one of the fundamental tasks of the Office of the High Commissioner ;
3. Noting with interest the opening for accession to a Protocol extending the field of application ratione personae of the 1951 Convention on the Status of Refugees and the appeal made by the High Commissioner in this connection ;
4. Considering that the member States of the Council of Europe should accede to this Protocol, which makes the full benefits of the 1951 Convention available to persons who have become refugees as a result of events subsequent to that date ;
5. Warmly encouraging the High Commissioner to continue his activities on behalf of the new groups of refugees ;
6. Noting, moreover, the acute difficulties encountered by the High Commissioner in collecting sufficient government contributions for his current programme,
7. Recommends that the Committee of Ministers invite member Governments :
a to accede to the Protocol to the 1951 Convention on the Status of Refugees ;
b to give the High Commissioner all the financial support required for his assistance programme.
