2. Welcoming the political co-operation that has been established in the Council of Europe, covering in particular :
a the policy of detente, in the form of exchanges of views on follow-up to the Conference on Security and Co-operation in Europe ;
b European co-operation, in the form of exchanges of views on the activities of the various European organisations ;
c European activities in the United Nations,
3. Recommends that the Committee of Ministers :
a include the situation in Africa and the Middle East in its discussions on political cooperation between member governments, in order to identify the political aspects of a possible solidarity agreement between Africa, the Middle East and Europe ;
b consider the possibility of providing practical aid in the educational sphere, through the establishment of training centres to meet the educational and scientific and technical needs of young Africans.
