The Assembly continues to follow with interest the work of the Brussels Treaty Organisation, all the more so since the importance of its functions and the extent of its membership have been extended by the Paris Agreements of October, 1954, for which the Assembly expressed its support in Resolution 66 of 11th December, 1954. The Assembly repeats the hope expressed in its Resolution 67 of the same date that the Agreement concluded between the two Organisations in April, 1952, will remain in force and that Western European Union will continue to communicate to the Assembly reports on its activities relating to matters falling within the competence of the Council of Europe.
The Assembly was interested to learn that the Organisation carries out an annual review of the ratification by its Members of international labour conventions and that eleven new ratifications were effected in 1954. It would be interested to have similar information relating to subsequent years in future reports and would welcome detailed indications showing which conventions have been ratified by which countries.
Another question of particular interest to the Assembly is the work of the Organisation relating to exchanges of manpower and employment of foreign workers. Measures to assist workers from one Member State to find employment in another have consistently been advocated by the Assembly as a necessary step in the alleviation of the problem of over-population. The Assembly would appreciate receiving the Report which is shortly to be published by the Organisation on this subject. It would also be interested to learn whether the employment bureaux for intellectual workers and managerial personnel, about which a Report has been completed, are concerned to find employment for foreigners on the same basis as for citizens of the States in which they are established.
