The Assembly,

Having examined the progress report presented by the Council of Europe Special Representative for National Refugees and Over-population ;

Congratulating the Special Representative on his valuable work;

Believing that further action along the lines followed by the Special Representative since his appointment will lead to a decisive solution of the problem of over-population and refugees ;$

Recalling that it has recommended on several occasions that European countries should pursue a common European policy in regard to manpower at both national and international level ;

Sharing the concern voiced by the Special Representative on the question of vocational training,

Trusts that the Special Representative will urge Member Governments to do their utmost to co-ordinate and improve the working methods employed by national administrations and international authorities for dealing with manpower problems ;

Relies on the Special Representative to take all possible steps to promote the improvement of vocational training facilities for surplus elements of population.
