The Assembly,
Having regard to Resolution 196 regarding the creation in national Parliaments of some permanent means of liaison between Members of Parliament and scientists ;
Having regard to Order No. 208 on the organisation of a Second Parliamentary and Scientific Conference ;
Noting with satisfaction the report of the Cultural and Scientific Committee on the preparation of the Second Parliamentary and Scientific Conference which is to be held at Vienna from 23rd to 27th May 1964 on the theme "Science and Parliament" (Doc. 1663);
Thanking the Austrian Government for offering to act as host to the Conference, and the President of the Austrian Federal Republic for kindly agreeing to place it under his high patronage ;
Welcoming the decision of the OECD Council to allow that Organisation to participate in the Conference ;
Noting that a joint Steering Committee, composed of members of the Cultural and Scientific Committee and representatives of OECD has been set up, assisted by a joint ad hoc secretariat ;
Gratified by the excellent co-operation which has obtained between the Council of Europe and OECD during preparations for this important project ;
Recalling the need for a special appropriation in the Budget of the Consultative Assembly, in accordance with Opinion No. 38, for the organisation of ad hoc conferences, to finance the Second Parliamentary and Scientific Conference,
Approves the plans for organising the Second Parliamentary and Scientific Conference submitted by the Cultural and Scientific Committee, and instructs the Secretary-General to take all necessary steps to ensure the success of this undertaking in accordance with the instructions and decisions of the joint Steering Committee mentioned above.
