The Assembly,

Having regard to the Resolutions of the 5th Session of the European Conference of Local Authorities concerning regional planning,

Congratulates the Conference on having highlighted the fundamental aspect of the subject, and thereby making it a matter for the attention of the Council of Europe ;

Observes that the set of principles formulated in the said Resolutions constitute a particularly coherent doctrine of considerable value to all authorities concerned with regional planning and development, whether they be municipal or regional authorities, Governments or European institutions ;

Stresses the importance assumed in all Western European countries by regional planning which is a central and determining factor in the organisation of both physical environment and human activities ;

Deeply convinced of the need for a European policy in this field ;

Considering that the Assembly itself has an important part to play in the framing of such a policy, on which the future of the peoples of Europe largely depends ;

Believing that a "Council for Cooperation in Regional Planning", such as the European Conference of Local Authorities advocates setting up, could serve as the instrument of this policy ;

Considering, however, that any Recommendations addressed to the Committee of Ministers with a view to the institution of such a Council need to be examined with particular care,

Resolves :

a to make a thorough study of the application of a European regional planning policy ;
b to instruct the appropriate committees to examine, each within its own field and in the light of the proposals made by the European Conference of Local Authorities, opportunities for European co-operation in the field of regional planning ;
c to appoint a joint working party comprising the Rapporteurs of the said committees, to compare and co-ordinate any proposals by the committees with a view to drawing up a single report ;
d to associate with this working party representatives of the European Conference of Local Authorities, appointed by the Conference to equal the number of representatives appointed by the Assembly, and any other experts whose assistance may be considered desirable ; this working party should replace the Joint Committee on Regional Planning set up in pursuance of Resolution 210 (1961) of the Assembly ;
e to hold a debate on regional planning at its 17th Session.
