The Assembly,
1. Aware of the important role youth is able to play in bringing nations together and in particular in promoting the unification of Europe ;
2. Noting with satisfaction the past action of the Council for Cultural Co-operation and notably of its Committee for Out-of-School Education which deals with youth questions ;
3. Convinced of the need to extend this action - beyond the technical to the political field ;
4. Noting the results of the joint meetings of members of the youth sub-committees of the Social Committee and Cultural and Scientific Committee, also attended by the Rapporteurs of other committees concerned ;
5. Having regard to the views expressed on 14th April 1965 by the six representatives of youth organisations nominated on the occasion of the Round Table held by them to determine how they could participate in the activities of the Council of Europe ;
6. Desirous of meeting the wishes of the youth organisations as far as possible ;
7. Considering that the founding of a European Youth Office to promote the ideal of European unification among young people could meet the need of youth organisations for a body to co-ordinate and develop European activities and to establish general programmes to be put into final form by the Council of Europe in consultation with non-governmental youth organisations,
8. Resolves :
to give thorough study to the formulation and eventual implementation of a European youth policy ;
to this end to set, up a Working Party on Youth Questions comprising :
members of the Youth Sub-Committee of the Social Committee ;
members of the Youth Sub-Committee of the Cultural and Scientific Committee ;
the Rapporteurs of the other Committees concernedNote
to arrange for officials of the most representative youth organisations to participate in the measure desirable in the work of the Working Party on Youth Questions ;
to instruct the Working Party to prepare a report on youth problems in general and in particular on the proposal to set up a European Youth Office in the context of the Council of Europe ;
to discuss this report in a debate to be held during the 18th Session.
