Situation of the Jewish communities in European non-member countries

The Assembly,
1. Having regard to the report of the Committee on European Non-Member Countries on the situation of the Jewish communities in European non-member countries ;
2. Considering that Europeans are constantly concerned about the attitude of governments towards the Jews, who must have the opportunity to practise their religion freely and must not be subjected to any discrimination in matters of social advancement ;
3. Deploring the revival and growth of anti-semitic propaganda in the Soviet Union and Poland, which has been disguised under the name of anti-Zionism ;
4. Recalling the terms of its
Resolution 295 (1965) on the situation of the Jewish community in the Soviet Union, which still hold good ;
5. Noting that the freedom of Jews in the Soviet Union to maintain their cultural life and to practise their religion, is especially restricted,
6. Calls on the Government of the Soviet Union to accord to the Jewish community the cultural and religious rights guaranteed to all national and ethnic groups on a basis of complete equality by Article 123 of the Constitution of the USSR :
6.1 by giving Jews the necessary facilities for teaching their religion and history and diffusing their culture ;
6.2 by allowing Jews the free practice of their religion, permitting them to organise in religious communities and to preserve contact with Jewish communities in other countries ;
6.3 by allowing Jews from the Soviet Union to join members of their families living abroad, especially in Israel ;
6.4 by prohibiting anti-semitic propaganda in the form of books or other publications, in pursuance of Article 123 of the Constitution of the USSR ;
7. Calls on the Government of Poland to cease the present anti-semitic propaganda campaign and to restore to the Jewish community the religious and cultural rights guaranteed by Article 69 of the Constitution of the Polish People's Republic ;
8. Asks the Committee on Parliamentary and Public Relations to bring this resolution to the notice of national parliaments with a view to drawing the attention of governments to the situation of the Jewish communities in the Soviet Union and Poland ;
9. Appeals to member governments to bring to the attention of relevant international organs, especially the United Nations Commission on Human Rights and its Sub-Committee on Prevention of Discrimination and Protection of Minorities, that the treatment of the Jewish communities in the USSR and Poland is not in accordance with the Universal Declaration of Human Rights and the United Nations Declaration on the Elimination of all Forms of Racial Discrimination ;
10. Expresses the wish that member governments which are parties to the International Convention on the Elimination of all Forms of Racial Discrimination bring the situation of the Jewish minorities in the USSR and Poland before the committee to be established under the Convention ; and that the other member governments accede rapidly to the Convention in order to ensure adequate representation of the views of democratic European states on the Committee on the Elimination of Racial Discrimination.
