The Assembly,
1. Noting the results achieved by the 1st Session of the 4th European Space Conference, concerning :
1.1 the instructions given to the European Conference on Satellite Communications (CETS) to continue to work out a common European negotiating position until the end of the Intelsat negotiations ;
1.2 the preliminary drafting of a European space programme for the development of application satellites : telecommunications and air navigation satellites ;
1.3 the appointment of a delegation to be led by the Chairman of the European Space Conference, to discuss with the United States Government the political, financial and other conditions for European participation in the post-Apollo programme, as well as the question of the availability of launchers ;
2. Noting with regret that no agreement has been reached on a long-term European space programme, and that the definitive establishment of a single European space organisation has once again been postponed,
3. Invites the governments participating in the 2nd Session of the 4th European Space Conference :
3.1 to take final decisions on the establishment of a long-term European space programme and, more particularly, to seek solutions to the problem of launchers in the light of the initial results of the new talks between the delegation from the European Space Conference and the United States Government ;
3.2 to take the necessary steps to secure the earliest possible establishment of the future single European space organisation, so as to assist in the definition of a balanced common European space policy.
