The Assembly,
1. Referring to its draft resolution on the problem of refugees from South-East Asia and to its report,
Doc. 4399 (see paragraph 14) ;
2. Regretting the circumstances which have given rise both to the movement of a large number of refugees from South-East Asia and to the famine which is striking the region, in particular Cambodia ;
3. Alarmed by the recent news coming from Cambodia where a large percentage of the population, and in particular of children up to five years of age, have already died from starvation ;
4. Expressing its appreciation of the action by several international organisations which are doing their utmost to help the unfortunate people of Cambodia in spite of the political and transportation difficulties they meet ;
5. Concerned that a large majority of Cambodians are living in conditions which can be considered not only dangerous to their health, but also to their lives ;
6. Welcoming the endeavours of those countries which are already taking measures to aid these people ;
7. Believing that the governments of the Council of Europe member states should do everything in their power to improve the lot of these poor populations, and take appropriate political action to diminish the risk of the situation deteriorating any further ;
8. Invites :
8.1 all the governments of the Council of Europe member states :
a to take positive action at national level in order to help the Cambodian population ;
b to support certain private initiatives of doctors and other people of good will, as well as the international organisations which are trying to help Cambodia ;
8.2 the member governments of the European Communities in particular, to make an immediate special effort to contribute food and other material aid to Cambodia ;
9. Calls upon all members of the Parliamentary Assembly of the Council of Europe to contribute, by their personal action, to the solution of this grave problem faced by all humanity.
