The Assembly,

1. Regarding the many Council of Europe initiatives designed to promote transfrontier and inter-regional co-operation as being of crucial importance to the unification of Europe ;
2. Considering in this connection that the Conference of Pyrenean Regions, organised by its Committee on Regional Planning and Local Authorities, in conjunction with the Conference of Local and Regional Authorities of Europe, in June 1982, constitutes the starting-point for genuine transfrontier co-operation in this region ;
3. Having regard to the substance of the Final Declaration of the conference which outlines the socio-economic problems facing the Pyrenean regions and the policies and instruments needed to secure the economic development of the Pyrenees and closer co-operation among Pyrenean regions and communities ;
4. Observing that transfrontier co-operation among local and regional authorities in the Pyrenees is hampered by the absence of suitable legal machinery ;
5. Recalling that the Council of Europe's Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities entered into force on 22 December 1981 and has to date not been signed by Spain,
6. Supports the urgent appeal of the conference participants to the Spanish Government to proceed rapidly to sign and to the French and Spanish Governments to proceed rapidly to ratify that convention ;
7. Expressing the wish that transfrontier co-operation in the Pyrenees may also extend to the Principality of Andorra ;
8. Welcoming the proposal to set up a working community of Pyrenean regions for the purpose of finding co-ordinated solutions to the problems arising in the region ;
9. Considering that the stimulus of an international organisation such as the Council of Europe might be helpful in advancing trans-Pyrenean co-operation,
10. Instructs its Committee on Regional Planning and Local Authorities to keep a close watch on and to promote transfrontier co-operation in the Pyrenees, in close liaison with the relevant bodies of the Standing Conference of Local and Regional Authorities of Europe.
