"The Assembly cannot ignore the threats by Georgian Prime Minister Irakli Kobakhidze to arrest or withdraw the security detail of the acting President Salomé Zourabichvili, as well as to prevent the Georgian people's right to peaceful protest. Such threats do not align with the values of democracy, rule of law and the peaceful transition of power."

In the draft resolution, at the end of paragraph 4.4, insert the following sentences:
"The Assembly reiterates its full support for Georgia’s sovereignty and territorial integrity within its internationally recognised borders. It condemns various forms of human rights violations in the Georgian regions of Abkhazia and Tskhinvali occupied by the Russian Federation, including killings of Georgian citizens, illegal detentions, restriction of freedom of movement as well as ethnic discrimination. The Assembly refers to the judgements of the European Court of Human Rights affirming the occupation and effective control of the Russian Federation over Georgia’s Abkhazia and Tskhinvali regions (Georgia v. Russia II, Application no. 38263/08, Judgment of 21 January 2021, paragraph 174 and paragraph 298; Georgia v. Russia IV, Application no. 39611/18, Decision of 28 March 2023, paragraph 44; Georgia v. Russia IV, Application no. 39611/18, Judgment of 9 April 2021, paragraph 4) and establishing the Russian Federation’s full responsibility for the grave human rights violations therein (Georgia v. Russia II, cited above, paragraphs 222, 252, 256, 281, 301, 337, 346; Georgia v. Russia IV, cited above, paragraphs 33-34, 45-46, 55, 64, 73, 83) as well as for hampering the return of internally displaced persons and refugees (Georgia v. Russia II, cited above, paragraph 299; Georgia v. Russia IV, cited above, paragraph 59). The Assembly underlines the necessity of implementation of its international obligations by the Russian Federation including the EU-mediated 12 August 2008 Ceasefire Agreement".
