In the draft resolution, paragraph 8, third sentence, replace the words "impedes their proper functioning" with the following words:

"will cause grave and unjustified damage to civil society in Georgia and impede the basic functioning of NGOs and is therefore inconsistent with a wide range of commitments made by Georgia to the Council of Europe"
