1 Introduction

At its meeting on 3 October, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the fourth part-session of 2025 (Friday 3 October) to the pre-session Bureau meeting of the first part-session of 2026 (Monday 26 January).

The present report includes the decisions taken at the Bureau meetings of 3 October in Strasbourg, 4 November in Strasbourg, 20 November in Chisinau and 11 December in Paris. Chapter 2 presents a list of decisions that were either already ratified by the Standing Committee on 21 November in Chisinau, or which do not require ratification. Chapter 3 presents the activities of the Standing Committee on 21 November. Chapter 4 lists the decisions taken on 11 December that require ratification at the opening of the 2026 first part-session of the Assembly.

An addendum to this report will be issued after the Bureau meeting of 26 January, which will include decisions to be ratified by the Assembly at the opening of the first part-session of 2026. Another addendum will be issued after the Bureau meeting of 30 January. It will only include the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees, which will have been approved by the Bureau.

The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the lists of candidates submitted by Cyprus and the Netherlands, is published as Addendum 2 to this report.

Addendum 3 to this report presents the activities of the election observations in 2025.

The Bureau will hold its next meeting on Monday 2 March in Paris.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Fourth part-session of 2025 (Strasbourg, 29 September-3 October)

On 3 October, the Bureau heard a statement by the Secretary General of the Assembly and discussed the follow-up to the part-session. The Bureau instructed the Secretary General of the Assembly to prepare, together with the General Rapporteur on the Russian democratic forces, a memorandum on modalities to implement the decisions contained in Resolution 2621 (2025).

2.2 Meeting of the Standing Committee (Chisinau, 21 November)

2.2.1 Draft agenda

On 3 October, the Bureau took note of the draft agenda which was then updated on 20 November.

2.2.2 Requests for current affairs debates

On 20 November, the Bureau took note of the request of SOC, EPP/CD, ALDE and UEL groups to hold a current affairs debate on Citizens’ mobilisation in the defence of human rights and democracy: recent developments in Latvia, decided to recommend to the Standing Committee to hold this debate and appointed Mr Edmunds Cepurītis (Latvia, SOC) as the first speaker.

2.2.3 Follow-up to the Standing Committee

On 11 December, the Bureau approved the follow-up proposals presented by the Secretary General of the Assembly.

2.3 First part-session of 2026 (Strasbourg, 26-30 January)

On 20 November, the Bureau drew up the preliminary draft agenda for the first part-session of 2026 and updated it at its meeting on 11 December.

On 11 December, the Bureau took note of the requests to hold debates under the urgent procedure on:

  • 65th anniversary of the European Social Charter, requested by the Committee on Social Affairs, Health and Sustainable Development;
  • Ensuring accountability, humanitarian protection and respect for international law in Gaza and the West Bank after the ceasefire, requested by the UEL group;
  • Preserving the integrity of the European Convention on Human Rights system, requested by the political groups.

On 11 December, the Bureau also took note of the request to hold a current affairs debate on Safeguarding the system of international justice, requested by the political groups.

2.4 References and transmissions to committees

On 3 October, the Bureau considered and approved the references and transmissions to committees as presented in Doc. 16257 Add.3, ratified by the Assembly the same day.

On 20 November, the Bureau considered and approved the following references and transmissions to committees listed in part 2.4.1, which were subsequently ratified by the Standing Committee.

2.4.1 References to committees

2.4.2 Modification of a reference

During the reference period, the Bureau also approved the following request:

  • Digital transformation: the role of the OECD in evaluating the impact of artificial intelligence (AI) on the future of work (former title: The activities of the Organisation for Economic Co-operation and Development (OECD)), Doc. 16055, motion for a resolution: reference to the Committee on Political Affairs and Democracy for report and to the Committee on Social Affairs, Health and Sustainable Development for opinion.

2.4.3 Extension of references

During the reference period, the Bureau also approved the following requests for extension of references:

  • Threats to life and safety of journalists and human rights defenders in Azerbaijan, Doc. 15521, motion for a resolution, reference 4659 of 24 June 2022 (extended on 24 May 2024 and 27 January 2025) – validity: 31 December 2025: extension until 30 June 2026;
  • Implementation of judgments of the European Court of Human Rights, Bureau decision, reference 4878 of 11 April 2025 – validity: 11 April 2027: extension until 30 June 2027;
  • Violence and hate speech against politicians: a threat to democracy, Doc. 15846, motion for a resolution, reference 4776 of 22 January 2024 – validity: 22 January 2026: extension until 22 January 2027;

2.4.4 Replies after consultation

2.5 Election observation

2.5.1 Republic of Moldova: parliamentary elections (28 September 2025)

On 3 October, the Bureau took note of the statement of the delegation.

On 20 November, the Bureau approved the observation report of the parliamentary elections.

2.5.2 Kyrgyzstan: early parliamentary elections (30 November 2025)

On 3 October, the Bureau decided to set up an ad hoc committee to observe these elections composed of 11 members (SOC: 3; EPP/CD: 3; ECPA: 2; ALDE: 2; UEL:1) and of the Rapporteur of the Committee on Political Affairs and Democracy on “Review of the partnership for democracy in respect of the Parliament of the Kyrgyz Republic” (subject to receiving an invitation and to the availability of funds).

On 24 October, following a written consultation, the Bureau approved the list of members of the ad hoc committee to observe these elections and appointed Mr Georgios Stamatis (Greece, EPP/CD) as its chairperson, and Mr Mehmet Akalin (Türkiye, ALDE) as its vice-chairperson.

On 4 November, the Bureau approved the revised list of members of the ad hoc committee to observe these elections (Appendix 1).

2.5.3 Assembly of Kosovo*Note: early elections (28 December 2025)

On 20 November, the Bureau decided to observe these elections and set up an ad hoc committee composed of 11 members (SOC: 3; EPP/CD: 3; ECPA: 2; ALDE: 2; UEL: 1), subject to receiving an invitation.

In line with the written consultation of the 3 December 2025, the Bureau approved on 11 December the nomination of Mr Yunus EMRE (Türkiye, SOC) as chairperson, and Mr Georgios STAMATIS (Greece, EPP/CD) as vice-chairperson of the ad hoc committee and updated the list of members of the ad hoc Committee to observe these elections (Appendix 2).

2.5.4 Schedule of the elections in 2026

On 20 November, the Bureau took note of the calendar.

2.5.5 Appointment of a PACE representative to the 2025 Annual Implementation Meeting of the Declaration of Principles for International Election Observation (Geneva, 10-12 December 2025)

On 20 November, the Bureau decided to appoint Ms Laura Castel (Spain, UEL) to represent the Assembly at this event.

2.6 Modalities of participation of a representative delegation of Belarusian democratic forces in the work of the Assembly: stock-taking

On 3 October, the Bureau took note of the memorandum by the Secretary General of the Assembly.

2.7 Issues raised by committees

2.7.1 Committee on Social Affairs, Health and Sustainable Development

On 3 October, the Bureau considered and approved the participation of Ms Aurora Floridia (Italy, SOC) to the COP 30 (Brazil) from 10 to 21 November 2025 (at no cost for the Assembly).

On 11 December, the Bureau considered and approved the revised Terms of Reference for the General Rapporteur on the situation of women and children in the Palestinian territories.

On 11 December, the Bureau took note of the decision by the Committee to extend the terms of reference of the Parliamentary Network on the situation of the children of Ukraine by one year.

2.8 Communications

On 3 October, on 4 November, 20 November and 11 December, the Bureau took note of the communications by the President of the Assembly.

On 20 November, it held an exchange of views with the Secretary General of the Council of Europe; on 4 November and 11 December, it held an exchange of views with the Deputy Secretary General of the Council of Europe.

2.9 World Forum for Democracy (Strasbourg, 4-7 November 2025)

On 3 October, the Bureau approved the revised list of members of the ad hoc committee of the Bureau to participate in this event and appointed the President of the Assembly, Mr Theodoros Rousopoulos, as its chairperson (Appendix 3).

2.10 Conference on Artificial Intelligence (London, 15-16 December 2025)

On 3 October, the Bureau approved the revised list of members of the ad hoc committee of the Bureau to participate in this event and appointed the President of the Assembly, Mr Theodoros Rousopoulos, as its chairperson. On 20 November, the Bureau approved a revised list of members (Appendix 4).

2.11 Ad hoc committee on the New Democratic Pact

On 3 October, the Bureau decided to modify the composition of the ad hoc committee and to invite the committees of the Assembly to appoint up to 5 members, including their Youth Rapporteurs. On 15 October, following a written consultation, the Bureau approved the revised list of members of the ad hoc committee.

On 4 November, the Bureau decided to modify the composition of the ad hoc committee by including the committees’ General rapporteurs.

On 20 November, the Bureau updated the list of members of the ad hoc committee (Appendix 5).

2.12 Composition of committees

2.12.1 Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee)

On 3 October, on the basis of a proposal by the Socialists, Democrats and Greens Group, the Bureau nominated Ms Olta Xhaçka (Albania, SOC) as a member.

On 20 November, on the basis of a proposal by the European Conservatives, Patriots & Affiliates Group, the Bureau nominated Mr Joachim VOGT (Liechtenstein, ECPA) as a member.

2.12.2 Committee on Rules, Ethics and Immunities

On 3 October, on the basis of a proposal by the Socialists, Democrats and Greens Group, the Bureau nominated Baroness Shami Chakrabarti (United Kingdom, SOC) as a member.

2.13 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)

On 3 October, the Bureau considered and approved the lists of candidates in respect of Slovenia, Denmark, Estonia, Sweden, Serbia, and Liechtenstein, which were subsequently transmitted to the Committee of Ministers.

2.14 Vigdís Prize for Women's Empowerment

On 3 October, the Bureau took note of the letter by the Committee on Equality and Non-Discrimination and approved the designation of the following 3 independent members of the Selection Panel:

  • Mr Robert Biedroń (Poland), for a second two-year mandate as of 13 October 2025;
  • Ms Sandra Konstatzky (Austria), for a second two-year mandate as of 13 October 2025;
  • Ms Petra Stienen (Netherlands), for a first two-year mandate as of 13 October 2025.

On 20 November, the Bureau took note of the calendar and of the launch of the 2026 edition of the Prize on 21 November 2025.

2.15 Resolution 2621 (2025) “Russian Democratic Forces”

On 11 December, the Bureau heard a statement by the President of the Assembly on the follow up to be given.

2.16 Parliamentary and electoral co-operation activities

On 11 December, the Bureau took note of the work plan for 2026.

2.17 Václav Havel Human Rights Prize

On 11 December, the Bureau took note of the memorandum prepared by the Secretary General of the Assembly, and of the calendar of the 2026 edition and invited Bureau members to propose candidatures for the vacant seat in the Selection Panel and to submit the names and CVs of candidates together with justification of fulfilment of required condition (“recognised moral standing in the field of human rights”) to the Secretary General of the Assembly by 15 February 2026, in view of the Bureau taking a decision on the appointment at its meeting in March 2026.

2.18 Composition of thematic committees

On 11 December, the Bureau agreed that, for 2026, members of a committee whose appointment by their national delegation has been disputed on the grounds that it does not comply with the gender representation requirement shall sit provisionally on that committee with the same rights as other members until a new composition is submitted to the Assembly or the Standing Committee, and at the latest at the opening of the 2027 session.

2.19 Rules of confidentiality

On 11 December, the President of the Assembly reminded members that all information pertaining to the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) in camera proceedings, including fact-finding visits by its co-rapporteurs, is strictly confidential and may not be disclosed or reported outside the committee.

2.20 Expenditure of the Parliamentary Assembly for the 2026 financial year

On 11 December, the Bureau took note of the memorandum prepared by the Secretary General of the Assembly.

2.21 Appointment of the allocation to political groups for 2026

On 11 December, the Bureau approved the proposals contained in the document.

2.22 Meetings elsewhere than Strasbourg and Paris

On 11 December, the Bureau authorised the ad hoc Sub-Committee to participate in the Commission on the Status of Women (CSW 70) of the Committee on Equality and Non-Discrimination to meet in New York, United States, in March 2026 (dates tbc).

3 Activities of the Standing Committee (Chisinau, 21 November)

The Standing Committee:

  • heard a welcome address by Mr Igor Grosu, President of the Parliament of the Republic of Moldova;
  • held an exchange of views with Mr Mihai Popșoi, Deputy Prime Minister and Minister for Foreign Affairs, President of the Committee of Ministers of the Council of Europe;
  • ratified the credentials of new members of the Assembly submitted by the delegations of Denmark, Germany, the Netherlands, Norway, Portugal and the United Kingdom;
  • approved the changes in the composition of Assembly committees;
  • took note of the preliminary draft agenda of the first part-session of the Assembly (26-30 January 2026);
  • ratified the references proposed by the Bureau (see above, part 2.4.1.);
  • held a current affairs debate on “Citizens’ mobilisation in the defence of human rights and democracy: recent developments in Latvia”;
  • took note of the report of the Ad hoc Committee of the Bureau on the Observation of the parliamentary elections in the Republic of Moldova (28 September 2025);
  • adopted the following texts on behalf of the Assembly:
